Senatorial candidate Rep. Sherwin Gatchalian yesterday asked government to stop downplaying the serious effects of the El Niño episode and instead report to the people what concrete steps have been taken to help farmers affected by the long drought.
Gatchalian, senior member of the House Committee on Trade and Industry, said the Department of Agriculture and Department of Social Welfare and Development owes the public a report on what they have done to address hunger and lack of sufficient income that have stalked thousands of Filipinos living in El Niño affected areas.
Based on the data released by DA as of April 2, the total cost of agricultural damage suffered by the country from the ongoing El Niño and several pest infestations already reached P6.6 billion, up by 24 percent from the last month’s update which was only at P5.3 billion.
The amount is equivalent to a volume of 520,978 metric tons (MT) of production loss which affected a total of 181,687 farmers and a total area of 224,834 hectares (ha).
“Of the total 181,687 farmers affected by the El Niño, we would like to know how many of these farmers have received actual help from the DA and the DSWD since both agencies claim that they have not been remiss in their duties of giving assistance to these poor peasants,” said Gatchalian senatorial candidate of the Nationalist People’s Coalition

LAWMAKERS condemned Saturday the violent dispersal of a group of farmers holding a picket line along a national highway in Kidapawan City on Friday that resulted in the death of at least three people.
Valenzuela City Representative Sherwin Gatchalian is urging the leadership of the Philippine National Police (PNP) to expedite the investigation of its members involved in the violent dispersal of farmers, who were asking for government’s help amid the drought being experienced in Mindanao.
“The PNP leadership should expedite the probe… (and) immediately relieved the officers and personnel directly involved in the killing of three farmers,” said Gatchalian.
At least three people were killed while 116 were reported injured after police authorities allegedly opened fire on protesters who were asking for government relief as their farms were affected by drought due to El Nino.
“We vehemently condemn the violent dispersal instigated by our very own government. The farmers have only one simple demand – rice for their families. This is more than a valid request from our government. This is a humanitarian plea from our own people,” said Gatchalian.
The drought has already affected some 237,000 hectares of agriculture areas in Mindanao with an estimated production loss of 358,800 metric tons of rice, corn, high value crops, and livestock as of last month based on the assessment by the Department of Agriculture.
Gatchalian blasted President Benigno Aquino III for making himself busy with the campaigning for Liberal Party candidates instead of attending to the problem of affected farmers in Mindanao.
Bayan Muna Party-list Representative Neri Colmenares said the arrested farmers should immediately be freed and their demand for food given now.
Colmenares also scored the PNP for the alleged harassment that it is doing against the United Methodist Church-Kidapawan were most of the injured farmers are currently taking refuge.
“Sasabihin nila they are pro-farmers at tutulungan nila ang mga magsasaka pero sa halip na bigyan ng bigas at pagkain at pinagbabaril. Anong klaseng gobyerno ito? Sinasagot ang kalamidad ng mas madugong kalamidad,” said Colmenares.
Kabataan party-list Representative Terry Ridon said the violent incident in Kidapawan City is only a “testament the disdainful height of impunity, insensitivity, and callousness of the Aquino administration.”
“Where else could one find a government that offers bullets to citizens who ask for food and immediate relief?” We cannot emphasize enough how brazen and outrageous it is for law enforcers to take lives when all the people ask for is immediate relief amid the drought,” Ridon said.

Talagang mababatbat, aniya, ng anomalya ang tanggapan sa ganitong diskarte ng kalakaran.
“This is not only an issue of conflict of interest but an anomaly since PAGCOR being an operator of casinos is the one regulating itself. In effect, PAGCOR is competing with other casino operators in the country,” paliwanag ni Gatchalian.
Dapat, aniya, ay maging casino regulator lamang ang PAGCOR pero iitsapuwera na ang papel bilang operator.
Sa ganitong paraan ay matitiyak na magagampanan ang tungkulin na pisakin at kastiguhin ang dumami nang bilang ng mga casino operator.
“It’s about time that we also privatize PAGCOR and just let the Bureau of Internal Revenue (BIR) collect the taxes due to government and in this way, we are assured that the revenue from casinos and other forms of gaming go straight to the coffers,” pagpupunto pa ni Gatchalian.
MANILA, Philippines – Inatasan ni Valenzuela Rep. Win Gatchalian ang Department of Education (DepEd) na kumilos at asikasuhin ang mga pasilidad sa mga pampublikong paaralan.
Ito ay dahil sa karamihan umano ng mga paaralan sa bansa ay walang regular na mapagkukunan ng tubig at sira ang mga palikuran.
Giit ni Gatchalian, dapat ayusin na ng DepEd ang mga problema habang bakasyon ang mga estudyante para maayos na ang lahat pagbalik ng klase.
Dahil dito kaya binanatan ng kongresista ang hindi matapos-tapos na problema sa public schools gayung ang DepEd ang palaging may pinakamalaking parte sa taunang budget.
Mismong kay Education Sec. Armin Luistro umano nanggaling na mahigit 3,600 elementary at high schools ang walang source ng malinis na tubig at substandard ang mga palikuran.
Sabi pa ni Gatchalian, hindi katanggap-tanggap at parusa ang ganitong sitwasyon para sa libu-libong mga bata na nasa mga pampublikong eskwelahan sa bansa.
Pinuna din ng pambatong senador ng NPC ang poor planning ng DepEd sa pagpapatupad ng senior high school kasunod ng ulat noong nakaraang taon na kulang pa din sa elektrisidad at water supply ang maraming paaralan para sa grade 11 at grade 12 sa 2017.
MANILA, Philippines – Manila Mayor Joseph Estrada officially endorsed presidential aspirant Sen. Grace Poe and vice presidential bet Sen. Ferdinand “Bongbong” Marcos Jr. on Monday.
Estrada announced the endorsement during a proclamation rally for his re-election bid at Liwasang Bonifacio in Manila.
According to a report from the STAR, Estrada also proclaimed support for the senatorial bids of former Sen. Panfilo Lacson, Sarangani Rep. Manny Pacquiao, former Special Action Force Director Getulio Napeñas, former Metro Manila Development Authority Chair Francis Tolentino and former Sen. Richard Gordon.
Bayan Muna Rep. Neri Colmenares, Valenzuela Rep. Sherwin Gatchalian, Sen. Sergio Osmena III, former TESDA chief Joel Villanueva, former Sen. Juan Miguel Zubiri and Leyte Rep. Martin Romualdez were also included in Estrada’s Senate lineup.
Estrada earlier said that one of his bases for endorsing a candidate would be their stand on the proposed reimposition of the death penalty for drug offenders.
In October 2015, the Manila mayor admitted that he will make his final decision on whom to endorse between Poe and Vice President Jejomar Binay. Poe is daughter of Estrada’s friend, the late Fernando Poe Jr., while Binay was his running mate during the 2010 elections.
The former president had endorsed the vice presidential bid of Marcos in October 2015, citing his long experience as a local government chief executive.

Subalit laking gulat umano ni Gatchalian ng tanggihan at ibasura ng CHED ang panukala at ideklara ang Free Higher Education na mapanganib sa interest ng pribado at pampublikong institusyon o kolehiyo.
Aniya, P15 bilyon lamang ang kinakailangang pondo upang maisakatuparan ang kanyang panukala na free tution fee sa mga SUC’s na 0.5 percent lamang naman ng P3 trilyong national budget.
Sa kaniyang pagharap sa mga miembro ng College Editors Guild of the Philippines (CEGP) at National Union of Students of the Philippines (NUSP), iginiit nito na naiwasan sana ang pagpapakamatay ng UP student na si Kristel Tejada kung ito ay pinagtibay ng pamahalaang Aquino.
Idinagdag pa nito, nasa 2.4 milyon kabataan ang hindi nakapag-aral ng kolehiyo dahil sa mahal ng tuition fee habang nasa 3 milyon naman ang hindi nakapasok sa college dahil minabuti nilang magtrabaho na lamang.
Bukod dito, kinondena rin nito ang pagiging bias ng CHED sa private higher education institutions (HEIs) dahil hindi ito dapat kumiling dito kungdi maging patas at masigurong matupad ang mandato nito na magkaroon ng kalidad na edukasyon para sa lahat.
