Heads must roll in NAIA fiasco – Gatchalian

Nationalist People’s Coalition (NPC) senatorial candidate and Valenzuela City Rep. Sherwin Gatchalian said yesterday heads must roll as a result of the five-hour power outage that hit the Ninoy Aquino International Airport-Terminal 3 (NAIA-3) and which has placed the country anew at the center of international ridicule.

Gatchalian, who appeared as guest in the Manila Bulletin Hotseat interview, said the fact that the country’s premiere airport has not installed power generators to address exigencies like the Saturday incident already underscores the need for  NAIA management to shape up.

“Incompetence at the gateway of the country has no place in a country in the thick of a fight for economic progress,” he stressed.

“The NAIA management has a lot of explaining to do why there was no back-up power source like a generator set for Terminal 3 which could have prevented the delay in 31 flights and 66 cancelled flights. This is already reflective of the kind of leadership in DOTC and NAIA and sorry to say, but they have to go,” said Gatchalian.

In the same forum, the former Valenzuela City mayor said he has placed education on top of his list of legislative program for the Senate.

“I have been an advocate of education. That is what we pushed for in Valenzuela. We put a lot of our budget, time and effort to make sure that all the kids are in school,” he said.

In Congress, at least 70 percent of the Valenzuela City lawmaker’s total number of legislative proposals is centered on education reforms.

FREE TUITION

A supporter of the K to 12 education program, Gatchalian authored a bill that abolishes tuition in all state colleges and universities in a bid to give the youth in rural communities a better chance of finishing college.

He also encouraged local government units to set up special education centers to give children with disabilities better access to learning.

Valenzuela City, Gatchalian disclosed, has recently opened a SPED (Special Education) center that would provide assessment services, physical therapy, and occupational therapy services to special children.

Gatchalian, vice chairman of the House Committees on Housing and Urban Development and on Metro Manila Development, also vowed to support the anti-political dynasty bill and reject divorce and same-sex marriage measures.

Although two of his siblings are occupying elective seats, the administration lawmaker said his support for the anti-political dynasty bill is borne out of his belief that better governance can be guaranteed by a stronger check and balance policy and transparency.

Walang Iwanan sa Pamamahalang Gatchalian

Isang gobyernong sama-sama ang pag-asenso at walang maiiwan.

Iyan ang klase ng pamumuno na ipinaglalaban ng Partido Galing at Puso na kinabibilangan ngayon ni Valenzuela City Congressman at Senatorial candidate Win Gatchalian.

Ngunit paano nga ba magagawa ng pamahalaan na magkaroon ng tinatawag na sama-samang pag-asenso o inclusive growth?

Ayon sa United Nations Development Programme (UNDP), makakamit raw ang sama-samang pag-asenso sa mapapagitan ng:

1) Pagbibigay ng pantay na oportunidad ang bawat isa upang makakuha ng maganda at disenteng trabaho.

2) Dagdag na suporta sa mga nangangarap magnegosyo.

3) Pagsusulong ng iba’t ibang programa at proyekto para mapabuti ang lahat ng sektor ng lipunan.

Kaya hindi kataka-takang umasenso ang Valenzuela City dahil itong mga isinasaad ng UNDP ay sumasalamin sa uri ng pamumuno na ipinapamalas ni Kuya Win simula ng siya ay maging lingkod-bayan.

Sa 15 taon niya bilang mayor at congressman ng Valenzuela City, mahigit 150,000 katao ang natulungan ni Kuya Win na magkaroon ng trabaho sa kanyang mga isinagawang job fairs at online job initiatives.

Ginawa niya ring automated at mas mabilis ang pagkuha ng business permit sa Valenzuela City na nakatulong upang tumaas ang bilang ng negosyante sa lungsod mula 6,965 noong 2004 hanggang 15,358 pagsapit ng 2012.

Higit sa lahat, tinugunan niya ang pangangailangan ng mga sektor na kadalasa’y hindi nabibigyan ng pansin at isinasawalang bahala ng ibang kawani ng pamahalaan.

Makikita ito sa mga isinulong na pagbabago ni Kuya Win sa Valenzuela City Jail (VCJ) na kinilala ng Bureau of Jail Management and Penology (BJMP) noong 2014 bilang best city jail of the year.

Ang VCJ din ang pinakaunang piitan sa Pilipinas na ginawaran ng Commission on Human Rights (CHR) ng human rights certification sa makataong pagtrato nito sa mga inmates.

Paano ba naman hindi magiging makatao ang VCJ kung lahat ba naman ng nakakulong dito ay may sariling tulugan at maayos ang bentilasyon sa kanilang mga selda.

Nakabukod din ang mga inmates sa VCJ ayon sa edad, kasarian at paglabag sa batas. May sapat na pasilidad din ang naturang city jail pagdating sa paghahanda ng pagkain, pag-eehersisyo, gamutan ng may sakit, pagdarasal, atbp.

Hindi pa natatapos ang pagtulong ni Kuya Win sa VCJ sapagkat nagpapatupad din siya ng programa sa edukasyon para patuloy na makapag-aral ang mga inmates kahit sa likod ng mga rehas.

Nabibigyan din niya ng pagkakataon ang mga inmates na kumita kahit sila ay nakakulong upang mabili nila ang kanilang mga pangunahing pangangailangan, o makatulong sa kanilang minamahal sa buhay sa labas ng piitan.

Nagpapatupad din si Kuya Win ng legal aid program upang makatulong sa mga inmates na malapit ng makalaya na maiproseso ang kanilang dokumento para ‘yung mga inmate na tapos na taon na binuno sa kulungan ay agad ng makalaya.

Bilang isa sa kanyang mga taga-suporta, sinasalamin lang ng mga nagawa at ginagawa pa ni Kuya Win, partikular na sa VCJ, kung ano siyang klaseng lider.

Si Kuya Win ay isang lider na edukasyon ang nakikitang susi upang ang bawat Pilipino ay maging mas kapaki-pakinabang na miyembro ng lipunan.

Isang lider na nagbibigay ng pangalawang pagkakataon sa kanyang mga kababayan na minsang naligaw ng landas.

Isang lider na may makabagong solusyon sa suliranin ng iba’t-ibang sektor na kadalasa’y naisasantabi at ipinagsasawalang bahala.

Higit sa lahat, isang lider na nagpapakita sa atin na kaya ng isang pamahalaan sa Pilipinas na magkaroon ng pag-asenso na sama-sama at walang maiiwan.

Poe says Gatchalian is “capable, efficient and hardworking”

CEBU, Philippines – Nacionalist People’s Coalition’s Sherwin Gatchalian vows to continue his advocacy for free education should he win as senator.

Speaking during the launch of “Win Visayas Volunteers Movement,” Gatchalian said he will continue to fight for free education in state universities and colleges.

He announced that the House committee on higher and technical education has already approved his bill at the committee level.

House Bill 5905 or the “Free Higher Education Act” seeks to fully subsidize tuition fees in all state universities and colleges.

“We only need about P1.5 billion budget to implement this. But since we are running out of time, if elected a senator, I will have to file the same bill at the Senate,” Gatchalian said yesterday.

Gatchalian said his proposed bill is expected to benefit at least two million students in more than 100 state universities and colleges in the country.

Yesterday, Gatchalian led the blessing of his volunteer’s headquarters at the Waterfront Hotel and Casino in Lahug.

Presidential bet Grace Poe graced the event yesterday and endorsed Gatchalian whom she described as “very capable, efficient and very hardworking.”

“We need people like Win at the Senate. Kung ako ang mananalo bilang Pangulo ng ating bansa, si Win ay malaking tulong talaga. Ang mga taong tulad ni Win ang dapat nating iboto,” Poe said.
